The sympathetic applicant at the Warden's counter in ch05. She exists so the reader learns the two access regimes as ordinary office procedure, in peacetime, on a case that costs nothing: - Regime A (restricted civil holding). A determination was made on the boy at the registrar's counter three years earlier (he came ashore with nothing on paper; his mother did not come ashore at all). Material went in as evidence — the office's plates, the interval off his wrist, two statements, and a page of a hall book in his mother's hand. The man who answered for the boy then applied for restriction and has since died.
