The subject of the restricted civil holding demonstrated in ch05. He is a right-holder who cannot exercise his right yet, and that is the whole of his purpose: - Came ashore with nothing on paper; his mother did not come ashore. A determination was made on him at the registrar's counter in 2331 (three years before ch05). Material published in evidence at that determination includes the Warden's-office plates and the interval off his wrist, two statements, and a page of a hall book at the far end in his mother's hand. The man who answered for him then applied for restriction in the following year and has since died.
